The Lightning Age II: Wrath of the Khan.

You are the Khagan of Khagans, Prince and General of the Golden Khanate – the most powerful being in the world, leader of the largest empire the world has ever seen, greater even than the Caliph. Your gaze brings fear to all who dare meet your eyes; at your word, armies ride and nations fall.
Once, you wanted peace. It was your dream to secure your empire for your children through alliances and trade agreements, to build rather than destroy. Then, three years ago, the rampaging hordes of Tunguska stole Mongolia and Northern China from you, the Prussians bombed thousands of your cavalry into oblivion to cover their assault of the Caliphate, and an alliance of foreign nations denied you a chance at advanced technology. The Khan who sought peace died that day.
The new Shanyu Khan no longer regrets that the world will always see him as a warrior. But they may regret that they did not believe in the peaceful Khan. Since the moment Tunguska invaded, you have been taking steps to strike back. You immediately and secretly contacted Herr Doktor Blitzkopf, and offered him asylum and an exceptionally generous research grant. In return, he has taught your engineers the secrets of lightning and clockwork, given you a Revivifactor to return your troops to life, and (under the alias of Raikashira-sensei) become your chief designer, building you this new, mobile capitol city: Khara-Zanai! A massive rolling siege engine bristling with rockets, filled with stables from which to deplot cavalry, this city is the finest weapon the world has ever seen... and so you have invited most of the leaders of the world to witness its maiden voyage. They will know the power of the Khan, and either seek to ally themselves with you or know they cannot hope to defeat you. Your enemies, those who betrayed you or slew your troops, have not been asked to visit, but not only so they may quake in fear and ignorance: you have told no-one, but your maiden voyage will end tonight at the border of Tunguskan China. You will take back the land they stole, before they could possibly be ready to defend themselves.
But this is only one half of what you must do to make ready for war. The city is more like a ship than a castle: it requires an experienced captain. The Khanate has never been known for its navy, and you would not trust a captain who swore allegiance to another nation: you have invited, instead, the finest and most ambitious mercenary and pirate captains alive to audition for the post.
Then, too, you must face the possibility of death, and what it means: you must have a clear heir. Tengri, your eldest, has long been your favorite, and was governor of China – but Tengri has done nothing but complain since Tunguska took away those lands, which were not adequately defended. Kamal, your second child, is generous and popular with the people – but does Kamal have the strength for war? Shao is a great warrior, but very sanctimonious, an ardent Catholic in this largely agnostic land. Ghaffar, the youngest, is a fine scholar, a brilliant mind, but the most feeble of your children, and has never ridden into battle. Who among them is worthy of the title Khan?
All these troubles, and the others that inevitably present themselves at such occasions, must be solved before the night is done.

-Make allies, frighten enemies, and ready your nation for war.
-Choose a competent and loyal captain for Khara-Zanai.
-Secure your succession by proclaiming an heir, and making sure they have a strong position.
Secrets:
-At the end of the night you will be invading Tunguska. Announce this only when the time is right and your empire is secure.
-Your chief engineer, 'Raikashira-sensei,' is in fact Doktor Blitzkopf, the most wanted man in the world. Thankfully he is not here in person, but it could be very awkward if anyone were to learn his idenity nonetheless.

-Prince Yi Jeongjong: young prodigy from Joseon-Uchinaa.
-Oknha Samnong Kek: aloof and frequently ill princess from the Chakravartin Raj.
-Princess Sadie: long-lost heir to the English throne, now sheltered in the Caliph's court.
-Monsignor Arima Arakusa: representative of the Catholic Church.
-Alyssar: spokeswoman for the Carthaginian rebels. By supporting her, you could gain an ally against Africa.... or anger your strongest enemies further.
-Reginald Al-Malik: spokesperson for the socialist movement in Prussia – if their movement gains power, it could overthrow the Prussian Empire. If it gains too much support, it could spread to the Khanate...
-A great many mercenary or pirate captains. Some of them you may have met, but you do not know them all by name or on sight.
